Where as Israel "turns" justice into it's opposite, YHWH "turns" the darkness to light and light to darkness. YHWH who so sovereignly governs day and night, can "overturn" Israels fate in an instant. Notice YHWH's positive act (changing darkness into morning) stands first; here the text wants primarily to encourage those who are in despair (in exile amid severe circumstances after the exile) to "seek YHWH" anew (v.6), and only secondarily does it threaten destruction as v.6b did previously. ¹
